These are 2010 reprints. I believe only these notes were issued in 2010. The designs are the same as those previously issued except it has a different year date (ND) prefix. This is not a complete set as the other two notes of 20000 and 50000 dongs were not issued.

Vietnam - 100 Dong 2016 State Bank of Vietnam 65th Anniversary Commemorative (Not Legal Tender)

A very nice commemorative note from Vietnam. This note was issued to celebrate the country central bank, the State Bank of Vietnam's 65th Anniversary (1951-2016). Unlike current circulating polymer banknotes, this note is printed on cotton based paper material. The value of this note is insignificant and the official issue price is 200 times above it's face value (20,000 Dong each). However this note is not meant for circulation but more of a souvenir item. Even if the note is legal tender, it is unlikely that it will be placed into circulation due to the premium on the face value. This note is also issued in a folder at a price of 25,000 Dong each, which is just over a US dollar. Like few countries around the world, banknotes issued by the State Bank of Vietnam do not normally have any signature on it. However as for this commemorative note, it bears the signature of the Governor Nguyen Van Binh and his name is actually printed on the note as well. On 9.4.2016, the bank also announced that appointment of Le Minh Hung as the new Bank Governor to replace Nguyen Van Binh. The official release date for this note was supposed to be on 6.5.2016, but the bank decided to commence selling the notes to the public on 14.4.2016 mainly in the capital city of Hanoi. Like the previous commemorative note (2001 - 50th Anniversary of the State Bank of Vietnam), this note is also printed predominately in red. The designs on the front of the note has the portrait of Nguyen Sinh Cung aka Nguyen Tat Thanh aka Nguyen Ai Ouoc. To many, he is commonly know as Chu Tich (President) Ho Chi Minh (his adopted Chinese name). On the back is the bank's building, presumably the HQ in Hanoi.
